Lt-Gen Jacobs (Divisional Commissioner, Inspectorate)

Lieutenant-General Jacobs served as Divisional Commissioner of the Inspectorate in the South African Police Service, a role in which he headed the unit responsible for internal oversight. During the commission’s proceedings, his handling of a complaint from Mr Adams came under scrutiny. Testimony described how Jacobs and his team attempted to engage with Adams but were unsuccessful, and how they reviewed complaints and dockets Adams had registered in two provinces without finding grounds to support his allegation of interference with an investigation. By late November, Jacobs had reportedly concluded the interference claim was unfounded. He was also identified as a superior of General Khan, and faced questions about his responsiveness to requests for documents.
