Dr Elvis Madihlaba

Dr Elvis Madihlaba is a colonel in the South African Police Service who, at the time of the inquiry, was assigned responsibility for Assets Protection Services Operations, reporting to Reginald Mahlangu under the operational structure. His authority over site allocation came under scrutiny during the proceedings, with Commissioner Bolhuis describing his actions as "totally irregular" and asserting that Madihlaba lacked the power to allocate sites, a function that lay with Director Malatji.
