Maj-Gen Rabie

Major-General Rabie was a senior officer in the South African Police Service whose actions came under scrutiny during the commission’s proceedings. Testimony described him as having sent an implementation plan to Major-General Sebola on 14 January, doing so on two separate occasions that day. The plan was attributed to the National Commissioner, though Rabie was also said to have cited the National Commissioner as its author. According to Lieutenant General Sibiya, Rabie was tasked with revising certain elements of the plan to align with the National Commissioner’s requirements, indicating his role in executing and adjusting operational directives from above.
