Testimony described how he sought to secure contracts to supply the South African Police Service with masks, test kits, and other PPE, directly contacting General Khan for procurement information and internal SAPS details. Messages attributed to Sayed show him pressing for orders while demand was high and discussing fee-splitting arrangements, including a proposed one-third split. The commission heard that no proven criminal cases or charges had been brought against Sayed, though his role in attempting to gain access to SAPS mask orders drew scrutiny.
