Advocate Kemi Behari

Advocate Kemi Behari is a legal practitioner who became involved in the disciplinary process of Brigadier Julius Mkhwanazi of the Ekurhuleni Metropolitan Police Department (EMPD). Testimony described him as appointing a forensic firm to investigate the matter and ultimately concluding there was no case for a disciplinary hearing. He faced questions about his engagement with the department and his knowledge of a payment reversal before ruling that senior brigadiers should receive overtime. Behari was also accused by the EMPD's attorneys of leaking Mkhwanazi’s charge sheet. His involvement began only after June 21st, according to some accounts.
