Chairperson: Brigadier Noema

Brigadier Noema presided as Chairperson of the Madlanga Commission of Inquiry, bringing her experience as an Advocate and Senior Counsel to the proceedings. She often described working long hours into the early morning, a practice she noted clients might find hard to believe. During testimony, she questioned the legal prescripts governing which officer controls a crime scene and raised an issue about an alleged drug route from Pakistan through Mozambique. She also made an unfortunate remark implicitly characterising Umlazi residents as unsophisticated, and later engaged in legal discussions about the mental element of criminal intent and the drawing of adverse inferences from unanswered evidence.
