Director Veli Nwandule

Director Veli Nwandule is a senior official within the Tshwane Metro Police Department (TMPD), serving as the Director for Management Administration Support (MAS), a role that places him in charge of finances and administrative oversight. During the commission’s proceedings, he testified about raising concerns over irregularities in procurement processes, including 35 variable requisitions in his SAP inbox that lacked attached SLAs, appointment letters, or invoices. He described repeated unsuccessful requests for original documents to be hand-delivered, noting that invoices were instead sent via email at the instruction of the Director of Protection Services. He also reported being told that a service provider was informed the Metro Police Cost Centre owner did not want to pay them. Additionally, testimony from another official described Nwandule as the delegated official who approached the Bid Adjudication Committee to request extensions or clarifications on previously rejected bids, sometimes supported by the Deputy Chief of Umashi Dlamini.
