Thabo Makhwiting

Thabo Makhwiting is a former acting head of department whose role in a particular official letter became a point of scrutiny during the commission’s proceedings. Testimony described uncertainty over whether he merely endorsed the letter or authored it, with one witness suggesting that, for hierarchical purposes, the acting HOD’s signature as the last one gave him ownership of the document.
