Dr Albertus Schoeman

Dr Albertus Schoeman testified as an extended term consultant and task team leader for the World Bank’s anti-corruption reforms program in Southern Africa, with experience across Southern Africa and South Asia, including consulting for Transparency International. His work combines public policy research and technical assistance to advise South African government entities on anti-corruption reforms, and he conducted research for the National Anti-Corruption Advisory Council. He is the author of a book on political parties and the state in the global south, and previously served on the Electoral Reform Consultation Panel. Before the commission, he discussed contrasting approaches to corruption prevention—whether to strengthen legal and regulatory compliance or to focus on building integrity through ethics and norm change.
