Two days after receiving Mapiyeye's precious stones letter of intent, City Manager Dr Mashazi placed Chief Mapiyeye on special leave with immediate effect, citing the need for him to "clear his head and become neutral." The timing — 48 hours after Mapiyeye formally raised the theft — is a central allegation of the scheme.
