Major-General Nosipho Precious Madondo is a senior SAPS officer whose career in Crime Intelligence became a central focus of the commission’s proceedings. Testimony described her lateral transfer from KwaZulu-Natal to the Crime Intelligence head office under Lieutenant General Khumalo as questionable, and both officers faced scrutiny over their vetting. Colonel Padayachee testified that Madondo lacked the top secret security clearance required for her senior management role and that findings described her as dishonest with a propensity to commit criminal offences, though she remained gainfully employed after being reposted by the National Commissioner. General Matlou raised concerns that her continued presence in Crime Intelligence posed a serious security risk and that her access could increase the likelihood of witnesses being influenced or intimidated.
