Senior Investigator Brian Padayachee was described in testimony as heading an investigation into members of the Crime Intelligence division. Appearing before the commission, he stated that he could not speak to the management-level authorization for the probe. He faced extensive questioning about affidavits and document bundles, including discrepancies in the completeness of Annexure MK15—of which he received only a few pages, while the original ran to more than twenty. He explained that investigators do not dictate charges to prosecutors, and he acknowledged difficulty hearing certain discussions during the proceedings.
