Carrim refuses an independent medical assessment
The basis on which Mr Carrim could be excused from appearing was an independent medical assessment. The Chairperson recorded that Mr Carrim was resisting being examined by an independent practitioner, had refused that it be done, and had instead offered his own specialists. Counsel for Mr Carrim described an alternative mechanism his side had proactively offered and undertook to cooperate if it were used.
