Commission concedes it cannot compel Carrim; he is excused

The Chairperson stated that the Commission could not force Mr Carrim to appear, that this was the end of the road as far as having him before the Commission was concerned, and excused him. He also noted that Mr Carrim could take the Commission's decision on review, and that any defences to the criminal process were for Mr Carrim to raise there.
